Dallas businesses with 20 or fewer employees. Minimum investment is $150,000 in target areas or $250,000 elsewhere, excluding acquisition; total project cost must be under $2 million and 75% committed from non-city sources.

Reimbursable grants cover 15% of eligible real estate or capital improvements, rising to 25% with qualifying living-wage jobs. Caps vary by location and job commitments.
