Ohio businesses expanding scrap-tire processing/manufacturing, and nonprofits/local governments using ground tire rubber in beneficial-use construction/civil-engineering projects. Businesses apply through a government sponsor and receive payment after completion. Requires 100% cash/credit match; in-kind and other grants cannot serve as match. Site must be secured and compliance issues resolved. Business financial documents are required. Projects have a 24-month period; nonprofit/government payments are split between initial and final installments.
