Eligible areas are rural areas and towns with populations of 10,000 or fewer, federally recognized tribal lands and colonias. Area median household income must be below the poverty line or less than 80% of statewide nonmetropolitan median household income. Applicants must be unable to afford to borrow the needed funds. Awards depend on demonstrated need and available funding; state-specific requirements may apply.
About this grant
Grants to plan and develop applications for proposed USDA Rural Development water or waste-disposal projects. Awards are limited to $60,000 or 75% of predevelopment planning costs. If a USDA project grant follows, this planning grant is deducted from total grant eligibility; the planning grant need not be repaid if the subsequent direct-loan or loan-and-grant application is unsuccessful. Start with the local Rural Development office.
